No. KILO is a preliminary risk-screening tool. It does not replace an AIS, Archaeological Assessment, SHPD review under HRS §6E-42, or Burial Council consultation under HAR §13-300. For any project requiring §6E-42 review, you must engage a state-licensed archaeologist. KILO sits upstream of that work — in the pre-decision window before you commit capital.

A parcel-level risk indicator (low / medium / high) with a cited reasoning trace. Each fired rule states its reasoning in plain language and names the public sources behind it; the report carries a confidence rating, and every panel names the public source it reads. Panels group by decision question:

• Entitlement — LUO land-use feasibility (by-right vs. conditional vs. discretionary), zoning + dimensional standards, special districts, STR eligibility under Bill 41
• Regulatory — federal water-permit cascade (NPDES, CWA §401 / §404, USACE §10, Hawaiʻi SMA), §6E-42 review pathway, DHHL trust-land context

It comes down to volume. Two Solo seats run $300/mo for two people and 20 assessments total. Studio is three seats with unlimited assessments across all of them — the step up is volume, not just a seat. If your shop screens more than ~20 parcels a month, runs batch shortlists, or just doesn't want a cap in the way, Studio; if two people each read a handful, two Solos are cheaper. Team is the same thing at five seats, once you're past three people. Studio and Team are both quoted — tell us the shape of your shop and we will scope it.

Your first read is included. Creating an account is free and comes with one full assessment credit — run it on a real parcel you actually care about, not a canned sample. After that the risk read is the paid unit: a single assessment is $50 (the credit never expires), or Solo is $150/mo for 10 parcels a month — and it cancels anytime, so a single month covers a shortlist. Yes, at no upcharge — and they're covered now. KILO reads every Hawaiian island: the cultural-resource screen, county zoning and land use (Honolulu, Kauaʻi, Maui, and Hawaiʻi County codes), the SHPD historic register, the hazard and feasibility layers, and the prior-disturbance read all run statewide. Two honest caveats: neighbor-island cultural reads are deliberately conservative and flagged as preliminary, because the documented-site knowledge base is densest on Oʻahu and still being built out elsewhere; and a few infrastructure layers (water-supply pass/no-pass, sewer, and the transit / short-term-rental overlays) stay Oʻahu-only for now. Pricing is the same on every island.

No. Our burial-data policy explicitly declines to ingest, aggregate, or surface iwi-kūpuna localization data — even from sources where it would technically be available. We use public empirical correlates (substrate, ahupuaʻa context, published academic syntheses) to produce a sensitivity indicator. Inadvertent-discovery protocols under HRS §6E-43.6 apply to all ground disturbance regardless of any preliminary screening; KILO does not change that.

Solo, Studio, and Team subscriptions auto-renew monthly until you cancel. Cancellation takes effect at the end of the current billing period — no partial-month refunds, no annual lock-in. Per Assessment is a one-time charge that adds a credit to your account; credits don't expire and there's no recurring billing on them. Add-ons bill alongside your plan. Enterprise contracts are negotiated per-deal.

One distinct parcel per billing period. Opening a parcel you haven't read this period uses one assessment; re-opening a parcel you've already read that period is free, as many times as you need — the meter counts parcels, not page views. The period follows your own billing cycle. And before a click would spend an assessment on a new parcel, the app tells you first — no surprise spends.

Nothing is charged silently. Past 10 distinct parcels in a period, you can purchase additional assessments in-app at $99 each as you need them, or step up to Studio for three seats and no monthly cap. Re-reads of parcels you've already opened stay free either way.

Each assessment surfaces a plain confidence signal — Low, Medium, or High — so you can see how strong the read is on this specific parcel. Coverage on Oʻahu is strong for substrate, flood, infrastructure, and ahupuaʻa context; weaker for fine-grained historical land-use. The tool is designed to be honest about what it doesn't know.
