Questions buyers ask

Is KILO a substitute for an Archaeological Inventory Survey (AIS) or SHPD review?
No. KILO is a preliminary risk-screening tool. It does not replace an AIS, Archaeological Assessment, SHPD review under HRS §6E-42, or Burial Council consultation under HAR §13-300. For any project requiring §6E-42 review, you must engage a state-licensed archaeologist. KILO sits upstream of that work — in the pre-decision window before you commit capital.
What's actually included in an assessment?
A parcel-level risk indicator (low / medium / high) with a cited reasoning trace. Each fired rule shows its data source and confidence axis. Panels group by decision question:
  • Entitlement — LUO land-use feasibility (by-right vs. conditional vs. discretionary), zoning + dimensional standards, special districts, STR eligibility under Bill 41
  • Regulatory — federal water-permit cascade (NPDES, CWA §401 / §404, USACE §10, Hawaiʻi SMA), §6E-42 review pathway, DHHL trust-land context
  • Water — wastewater (HCPT cesspool + DOH OSDS + sewer), BWS supply feasibility (four-tier verdict), CWRM aquifer + GWMA, DOH SDWA UIC line, upstream watershed cesspool density, nearshore HDOH + Surfrider 2025 monitoring, WWTP ocean-discharge mixing zones

Studio or two Solo seats — which makes sense for a 2–3 person shop?
Studio, in almost every case. Two Solo seats run $1,098/mo for two people and 40 assessments total, each with a separate search history. Studio is $1,299/mo for three seats — $433 each, below Solo's per-seat rate — with unlimited assessments and one shared pipeline: recent parcels and history everyone on the team can see. For about $200 more than two Solos you get a third seat, no monthly cap, and a shared workspace. Solo is the right call only when it's genuinely one person; step up to Team ($1,999/mo, 5 seats) once you're past three.
Why is access invite-only right now?
We're in a closed beta. Every account is reviewed, and we're capping seats while we calibrate accuracy with early users and partners. The rates shown are current beta pricing and may change as we move toward general access.
Do prices include neighbor islands?
Yes, at no upcharge — and they're covered now. KILO reads every Hawaiian island: the cultural-resource screen, county zoning and land use (Honolulu, Kauaʻi, Maui, and Hawaiʻi County codes), the SHPD historic register, the hazard and feasibility layers, and the prior-disturbance read all run statewide. Two honest caveats: neighbor-island cultural reads are deliberately conservative and flagged as preliminary, because the documented-site knowledge base is densest on Oʻahu and still being built out elsewhere; and a few infrastructure layers (water-supply pass/no-pass, sewer, on-site sewage, and the transit / short-term-rental overlays) stay Oʻahu-only for now. Pricing is the same on every island.
What about iwi kūpuna — are you surfacing burial locations?
No. Our burial-data policy explicitly declines to ingest, aggregate, or surface iwi-kūpuna localization data — even from sources where it would technically be available. We use public empirical correlates (substrate, ahupuaʻa context, published academic syntheses) to produce a sensitivity indicator. Inadvertent-discovery protocols under HRS §6E-43.6 apply to all ground disturbance regardless of any preliminary screening; KILO does not change that.
How does billing work?
Solo, Studio, and Team subscriptions auto-renew monthly until you cancel. Cancellation takes effect at the end of the current billing period — no partial-month refunds, no annual lock-in. Per Assessment is a one-time charge per parcel, no recurring billing. Add-ons bill alongside your plan. Enterprise contracts are negotiated per-deal.
How accurate is it?
Each assessment surfaces a plain confidence signal — Low, Medium, or High — so you can see how strong the read is on this specific parcel. Coverage on Oʻahu is strong for substrate, flood, infrastructure, and ahupuaʻa context; weaker for fine-grained historical land-use. The tool is designed to be honest about what it doesn't know.
